参加英语作为第二语言(ESL)学分课程的非居民学生 course at 的 district and who is any of 的 following:

• A recent immigrant, as defined in 8 U.S. Code Section 1101(a)(15);
• A recent refugee, as defined in 8 U.S. Code Section 1101(a)(42); or

Students may be exempted for 的 following reasons:
